Thunder hammers are just simply one of the best character/vehicle killing weapons in the game, and that 3++ can be pretty tough to shift. If your opponent drowns you in small arms, sure, you're gonna lose a couple of guys each turn, but much like the Necron Wraiths, these guys have the potential to seriously frustrate an opponent and take a lot of the heat off of the rest of your army.
