I am not positive on the taurus location but on my 98 windstar it is located on the driver side under the drivers door on the frame. I did clean the fine dirt from it. I chased the code intermittent P0446 code for a long time and finally got a used Canister Purge Valve Solenoid and have not had the code since. This is from the Repair Guide section from autozone.com:REMOVAL & INSTALLATION

Yes, the vent solenoid is located next to the charcoal canister mounted under the trunk/spare well. Remember you have a circuit code, so it could be something with the wiring between the vent solenoid and the PCM (replacing the part is no guarantee of a fix).

First thing I would do is check the solenoid connector and harness near the valve for damage, corrosion, etc. If that looks OK, check the solenoid resistance with a DMM. I dont remember for sure, but I think it should be 80 to 100 ohms or so.
